In This study We focus on the stances of the Khalifs regarding the constructive criticism and the monitoring of Muslims over the administration of the state. The khalifs (may Allah be pleased with them) accepted advice, guidance and monitoring of Muslims on them, moreover, they urged Muslims to appraise the ruling system and to keep an eye over the management of the state by the governor. Hence the nation witnessed a new era, one that was of the most wonderful eras that implemented democracy in administration and rule.
