The study reviews the strategic planning to rehabilitate the central library of the University of Mosul with the possibility of developing a strategic plan to rehabilitate it again in line with its scientific position in the university. The importance of the role that strategic planning plays in university libraries, starting with preparing a vision statement, mission and values for them. The study aims at figuring out the crisis that the University of Mosul faced and identifying the reality of the central library and its departments and the activities and work it carried out before the events of 2014 and after the events of 2014, and the definition of the steps of strategic planning in the libraries and its role in rehabilitating the central library and identifying the most important elements needed by the strategic plan to rehabilitate the central library at the University of Mosul, and the study followed Case study method in identifying the reality of the central library of Mosul University as well as its groups, employees and services provided therein.
