Abstract

The mandate of Medhat Pasha for Baghdad (1869-1872) is a turning point in the history of this state due to the enormity of the tasks entrusted to its implementation, foremost among which is the application of the reform laws issued by the Ottoman Empire during the period (1858-1869) In 1864, which was delayed in the Iraqi states until Medhat Pasha took over the administration of the state of Baghdad. Under the Ottoman circumstances to consolidate the central authority on their mandates and in an attempt to force the Iraqi tribes to settle and practice agriculture, a number of sandworms, districts and areas have been developed, such as Snafj al-Muttafik, Dulaim, Al-Hassa Which will focus in the research on the reasons for the development and implications of this development on the political reality of the Iraqi states. Despite the efforts of Medhat Pasha in the application of new administrative formations, but these efforts quickly faltered after the isolation of this governor in 1872.
