الملخص

یعد قانون قیصر لحمایة المدنیین السوریین الذی دخل حیز التطبیق فی 17 حزیران/ یونیو 2020 ، جزءاً من سلسلة عقوبات فرضتها الولایات المتحدة الامریکیة على النظام السوری، حاولنا فی خضم هذا البحث التطرق الى اهم ما تضمنه هذا القانون من بنود یجب على النظام السوری الالتزام بها لرفع العقوبات عنه، کما تضمن البحث دراسة وتحلیل لهذه العقوبات ومدى شرعیتها فی ضوء الآراء الفقهیة وموقف الأمم المتحدة من شرعیة قانون قیصر ومن شرعیة العقوبات الانفرادیة القسریة بشکل عام ، کما تم استعراض تأثیر هذه العقوبات على حقوق الشعب السوری، کما حاول البحث مناقشة عدة الیات یمکن من خلالها الانتصاف من هذا القانون.
