الملخص

تعد البیئة الاستراتیجیة الداخلیة العامل الرئیس فی تحدید مدى التدخل أو تراجع الاداء الاستراتیجی للدولة. اذ لا یمکن التأثیر الفاعل من دون توافر مجموعة من القدرات التی تؤهلها لتأدیة اداء استراتیجی خارجی یحقق اهدافها. یحاول البحث سبر غور تأثیر البیئة الاستراتیجیة الداخلیة لترکیا فی تفعیل توجهاتها الامنیة تجاه دول الخارج القریب. بینما تنبع الاشکالیة من اغفال حجم الترابط بین تأثیر تعاظم مقومات القوة فی البیئة الاستراتیجیة الترکیة وتعاظم ادائها الاستراتیجی فی دول الخارج القریب. من هنا فان الفرضیة تنطلق من ان البیئة الاستراتیجیة الداخلیة لترکیا تؤدی دوراً رئیساً ومنطلقاً مهماً فی تحدید مدى تفعیل أو تراجع الاداء الاستراتیجی الامنی الترکی. لذلک یمثل التغییر فی البیئة الاستراتیجیة الداخلیة الترکیة أحد المرتکزات الرئیسة التی قادت ترکیا الى تفعیل توجهاتها الامنیة فی مناطق الخارج القریب. اذ ان العمل على الارتقاء بمقومات القوة فی البیئة الاستراتیجیة الداخلیة والرؤیة التی ارتکزت علیها من قبل القیادة الترکیة، فضلا عن الفراغ الذی تشکل بعد سلسلة من الوقائع والاحداث لا سیما بعد التغییر السیاسی فی العالم العرفی ساهم فی تعاظم دورها الامنی الخارجی.
