الملخص

يهدف البحث الى الاحاطة بجميع الاليات الدولية التي نظمتها الامم المتحدة في سياق تحقيق تمتع الفرد بسكن لائق وبشكل يحفظ امنه وكرامته المتأصلة به، على مستوى الاليات التعاهدية والاجهزة الاممية وتفرعاتها المتخصصة بحماية حق السكن اللائق لضمان حماية هذا الحق وتعزيزه. وتكم أهمية البحث في ان أنّ الاشارات الصريحة لحق السكن اللائق التي وردت كجزء من حق الانسان في مستوى معيشي لائق في غالبية اتفاقيات حقوق الانسان، تعطي بُعداً قانونياً على المستوى الدولي للاهتمام الدولي بهذا الحق وعدم اغفاله من جهة، ويعد اساسا قانونيا لإلزام الدول الاطراف والحكومات لإقراره في تشريعاتها الوطنية من جهة اخرى. تضمن البحث أربعة مباحث تناول الاول: التعريف بحق السكن اللائق. وعالج الثاني الحماية الدولية لحق السكن اللائق في مواثيق منظمة الامم المتحدة. أما الثالث فتناول اجهزة منظمة الأمم المتحدة المعنية بحماية حق السكن اللائق، فيما تابع الرابع الزام الدول بإعمال حق السكن اللائق في تشريعاتها الوطنية. وأهم الاستنتاجات التي خرج بها البحث أن اجهزة الامم المتحدة الخاصة بحقوق الانسان لعبت دورا مهما في تطوير مفاهيم حق السكن اللائق وربطته بأمن وكرامة الانسان, فضلا عن تفعيل اليات اجرائية قانونية تتبع في حال انتهاك هذا الحق من قبل الحكومات المحلية الاطراف في اتفاقيات حقوق الانسان وفي هذه الاجهزة.
