Abstract
The real invasion of outer space by man began with the launch of the first Soviet satellite (Sputnik) 1957, and thus began a new international human activity not subject to a recognized legal principle or rule, and a year later the international community adopted a resolution in the United Nations General Assembly with the meeting number (1348) In which he declared general principles for regulating the use of outer space, and despite the unanimous approval of this decision, the vast majority of developing countries were not sufficiently aware of the space technology and its development and secret space programs of the two great countries that they intend to implement in outer space.
