The culture of administrative corruption in Iraq
Abstract
Culture is the main element of administrative corruption of all kinds; therefore, it is necessary to shed light on the human and the circumstances surrounding it as a basis for understanding administrative corruption, be it for the average client or the government employee or the worker in the private sector or the public or the official or the elite. Therefore, administrative, financial and political corruption can not be understood through regulations, regulations and management structure without understanding the human being and the culture of the society in which he lives, and the social, political and economic conditions that accompany him.
