Abstract

It is a well known fact that the ancient cities of southern Iraq have developed an advanced systems in most aspects of life, social, economic, religious and probably politic aspects, since pre-historic periods. It is very likely that among those systems was what has been later called democratic system of rule. Cuneiform texts from the secend mellenium B. C. refers to such a system which modern scholars have wrongly called primitive Democracy. This paper aims to prove the existence of such system of rule since the very early historic periods and it was not a primitive but a very well advanced and gives the relevant cuneiform texts that prove what has been suggested
