The study of political modernization has received the attention of sociologists, especially in the last decades of the twentieth century, due to the nature of the rapid transformation and change that occurred in the social structures of human societies. And represented in "scientific progress, technological development, development, and modernization", which made it an important social phenomenon that needs to be studied and addressed, in order to know its nature, goals and functions that it performs in modern society.
Therefore, political modernization is an urgent need for the conditions and conditions of Iraqi society, and from this side, the modernization policy should not be seen through the circumstantial situation and its starting points, but rather it should be adopted as a strategy to build a modern modern state.
