Abstract
The available capabilities (human and material) for any human stability are among the most important factors leading to an increase in the degree of urbanization, which is one of the most important features of social change that characterizes the twentieth century. And this is through the growth of these capabilities and their development locally and through the dialogues of this regional stable who have fewer capacities and which send towards them the elements of strength and support.
