The international responsibility of the damages of the outer space debris

Abstract

The research deals with the problem of outer space debris, which consists of parts resulting from launches, space flights, the detonation of satellites, or the collision of space objects with existing debris, thus, it is like a cloud of space waste.This is a real problem for all different space objects due to the possibility of collisions with them. Although, the international agreements regulating the use of space dealt with responsibility for the damage caused by the space object, but they were devoid of the definition of space debris and the damage it causes. Thus, the current agreements require the percentage of error for each country to establish international responsibility even though the nature of space debris cannot meet the condition of percentage error. The problem of debris requires defining the nature of this international responsibility, and then amending the existing agreements, or concluding a new agreement on space debris that makes each launching country responsible from the outset for the deforestation of space debris, regardless of whether it committed a mistake or breach of an international obligation, according to responsibilities based on risks.
