Abstract

In Egypt and Iraq, legislators have established robust legal mechanisms to safeguard public funds through both preventive and punitive measures. Preventive measures are aimed at averting harm to public funds before it occurs, often involving administrative authorities imposing restrictions on individuals to prevent activities that could jeopardize public finances. On the other hand, punitive measures are designed to rectify any harm already inflicted on public funds by holding wrongdoers accountable for their actions and the associated costs. By implementing these measures, public funds are protected, restored, and preserved for the benefit of the public.
