تجارب الدول فی مجال تطویر المناطق السکنیة العشوائیة

الملخص
أصبح السکن العشوائی مشکلة کبیرة تثقل کاهل الدول والساکنین معا، نظرا لما تشکله من ابعاد تؤدی الى ظهور مشکلات خدمیة وبیئیة واجتماعیة واقتصادیة فضلا عن السمة البارزة والمشکلة الاکبر هنا وهی البناء السکنی الفوضوی التراکمی غیر الدقیق. لذا کان على المتخصصین فی المجال التشریعی معالجات لإیجاد تشریعات متنوعة لهذا الغرض، فظهرت التشریعات المتخصصة فی هذا المجال وتجارب الدول المتعددة ایضا الاستفادة منها فی ایجاد حلول متنوعة فی مشکلة السکن العشوائی فی العراق من خلال التجربة الاهم فی ذلک الا وهی التجربة المصریة من خلال قانون رقم 305 لسنة 2008 الخاص بإنشاء صندوق تطویر المناطق العشوائیة، وتجارب دول اخرى، او معالجات معینة سواء اکانت على المستوى الاقلیمی أم الدولی.
