Abstract

Abstract The function that the Administrative Control Authority performs in order to maintain public order in exceptional circumstances has a direct impact on public freedoms, and as a result, the imbalance between the procedures and decisions taken by the United administrative control authority to protect public order under these circumstances, and the public freedoms of individuals, there for It is necessary to hold the administrative control authority responsible for its balance-violating decisions which result in harming individuals, and act to redress the damages consequent upon these control decisions, compensating the individuals for the harms suffered by them. This will lead to the contribution in achieving balance between the Control Authority decisions and public freedoms.
