دور البرلمان فی حفظ التوازن بین مستویات الحکم المختلفة فی الدولة - دراسة مقارنة

الملخص
یتضمن موضوع (دور البرلمان فی حفظ التوازن بین مستویات الحکم المختلفة فی الدولة -دراسة مقارنة-) البحث فی دور البرلمان فی درء الاختلاف بین مستویات الحکم المختلفة بشکل عمودی بین المستویین المرکزی والمحلی، بالإضافة إلى التفاوت الافقی بین الحکومات المحلیة ذاتها نتیجة الفوارق بینها فی الإمکانات البشریة والمالیة، ویستعرض الباحثین هذا الموضوع من خلال بیان ذلک فی النظم القانونیة المقارنة فی کل من فرنسا وانکلترا والمانیا الاتحادیة، لبیان مواطن حاجة التنظیم القانونی وفق دستور جمهوریة العراق لسنة 2005 للإسترشاد بتجارب تمیزت بما حققته فی هذا الإطار، وصولاً إلى تعزیز التجربة السیاسیة فی العراق فی بعدیها البرلمانی والاتحادی، لدرء أی تقاطع فی الاختصاصات بین الحکومة الاتحادیة والحکومات المحلیة من ناحیة، فضلاً عن التباین بین الحکومات المحلیة ذاتها.
