حمایة حق الموظف العام فی الترقیة

الملخص
تعد الترقیة من أهم المزایا التی یحصل علیها الموظف العام فی أثناء الخدمة الوظیفیة , لأنها ترفع الموظف فی السلم الوظیفی مما یؤدی الى تزاید تبعاته وسلطاته فیصبح فی أعلى الهرم الوظیفی . ویجب على الجهة الإداریة ان توفق بین رغبة الموظف فی الترقیة وبین حاجة الإدارة الى قصر الترقیة لشغل الوظائف الأکثر أهمیة على الأکفاء , فإذا لم یکفل نظام الترقیة رغبة الموظف فی الترقی وحاجة الإدارة الى أکفأ العناصر لتشغل بها الوظائف الأعلى ذات الواجبات والسلطات والمسؤولیات الأکثر خطورة دب الفساد وسادت الفوضى غذ یتمثل الحافز الحقیقی للموظف على الاجتهاد فی أمله فی الترقیة , لذا اجتهد الباحثون فی اختیار أفضل الطرائق التی توفق بین هذه الاعتبارات کلها والوصول الى تشریع قانون یکفل حمایة حق الموظف العام فی ذلک
