The foundations and method of forming the Supreme Council and the conditions of membership in it
Abstract
The Iraqi legislature in 2005 successfully adopted a bicameral system, recognizing it as a suitable choice for countries with significant ethnic and religious diversity. However, the Iraqi constitution left the structure of the Federal Council incomplete by deferring its organization under Article 65 until a law is enacted by the House of Representatives. This lack of attention to the establishment of the Federal Councilwhich represents both provinces and non-territorial regionshas left gaps in areas such as its composition, representation, and competencies. Consequently, the Federal Councils significance is diminished, as it remains subordinate to the House of Representatives.
