الاحتکار الحکومی

الملخص
یعد الاحتکار الحکومی ظاهرة قدیمة تتمثل بسیطرة الدولة على المرافق العامة وإدارتها، دون إمکانیة تعریف الدولة کمحتکر رغم سیطرتها على السوق لسنوات طوال بداعی المصلحة العامة، یحاول البحث تسلیط الضوء على إمکانیة عدّ الدولة شأنها شأن التجار محتکرة لقطاعات معینة، لذا یستعرض البحث الأسباب التی تدعو لافتراض هذا الاحتکار وإمکانیة وجوده، من خلال استعراض دور الدولة فی إدارة القطاع الخدمی، وتقارب صورتها مع صور التاجر المحتکر فی قوانین أمثال قانون شیرمان الأمریکی.
