Random areas in Iraq (Study in legal legislation and The recruitment of political)
Abstract
The issue of organizing and developing random areas occupies a great importance for modern countries despite the different methods of application, and it is one of the most important crises that most Iraqi provinces suffer from after 2003. The Iraqi legislature was not successful in part of its legislations as some of its legislative texts wasted the right of society to punish the perpetrator which encouraged the persistence of violating the sanctity of public property. In addition , it was noticed that some legal legislations floundered between limiting and removing the perpetrators of transgressions, while others evoke the political aspect in dealing with these prohibitions that confused the work of the competent departments. As the research deals with the problem of legal legislation, the method of treatment and the political employment of that legislation in force, as well as its impact on the basic design and the urban aspect. To achieve the benefit, the research will identify some different global experiences in order to benefit from these experiences and what they have achieved in order to upgrade and develop squatter areas , in addition to explaining the most important legal legislation since the establishment of the Iraqi state until now and highlighting the possibility of using them to achieve political gains and employ them to achieve sub-national interests.
