Abstract

The topic "Parliament's role in maintaining balance between different levels of government in the country - a comparative study" includes researching the role of parliament in preventing the difference between different levels of government vertically between the central and local levels, in addition to the horizontal disparity between local governments themselves as a result of the differences between them in human capabilities. The researchers review this topic by explaining it in the comparative legal systems in France, England and Germany, to clarify the need for legal regulation in accordance with the Constitution of the Republic of Iraq for constitution of 2005 to guide the experiences distinguished by what they have achieved in this framework, in order to strengthen the political experience in Iraq in its parliamentary and federal dimensions and to ward off any intersection in the competencies between the federal government and local governments on the one hand, as well as the discrepancy between the local governments from the other .
