Legislative Power between One Chamber and Two Chamber Parliament in Constitutional Systems

Abstract

The 2005 Constitution of Iraq has chosen to have a two--chamber parliament (the Iraqi Parliament and the Federal Council) and our constitutional legislator was successful in that it was the most suitable system chosen for countries with ethnic complexity. The two-chamber system is considered as the best way to organize parliament in federal countries.
however, the Constitution was incomplete and flawed with regard to the organization of parliament, which led that this organization is undeclared , and the predominance of its first room is clear. as well as the similar mistakes in the process of forming his second room. Hence the constitution stipulates the formation of a legislative council called the Federal Council in order to be part of the federal legislative authority alongside the House of Representatives, representing provinces and provinces that are not organized in the province , but the constitution made the second chamber (the Council of Union), which is supposed to balance a council of representatives, representing the provinces and the unregulated provinces in the province.
