Abstract

When speaking of the legal assessment of coercive economic measures imposed by the Security Council, the generally accepted provisions of international humanitarian law can be very important in this area because such measures can not be in relation to the provisions of international law Acts of war, even though they are in fact considered as such. The laws of war, in its narrow sense and in any case being described as true, do not apply and the provisions of the Geneva Convention of 12 August 1949 on the Protection of Civilians in Time of War and so can also apply to conflicts that are described as not reaching declared war.
