Abstract

The state assumes the performance of its functions specified in the constitution, and in order to perform these functions, it must possess movable and real estate funds and use them either by its institutions, or directly by the public, and it may happen that individuals exceed it by assaulting in one way or another, which requires the states intervention to protect it Necessary to prevent overtaking in the first place, or to raise the overtaking by means of a lawsuit that you bring before the courts and through a civil lawsuit to request the overtaking of overtaking and compensation for the damages caused by it if it has a requirement, Therefore, we will highlight what is available to the administration and individuals from legal and material means that enable them to respond to the aggression of individuals and bypassing them on public funds of the state and private, especially in light of the current circumstances of an exceptional nature that our country is going through, as the means of fraud, fraud and destruction increased, without being based on Legal basis.
