Abstract

Perhaps the most important outcome of wars in addition to destruction and poverty is the emergence of extreme ideas, which may lead to the isolation of the state and paralyzed developmental policies and action plans in this country. This emphasizes the need for counter-terrorism policy and law that is sufficient to prevent terrorist conspiracies from achieving their aim or terrorist incidents from taking place.Indeed, criminalization of terrorist activities, including various acts associated with such activities, is a prerequisite to intervention by the criminal justice system. Criminalization is not only a legal obligation to implement international law, it also requires the state to take into consideration how technological advances can be exploited by such groups. This calls for the need to amending existing criminal rules to deal with new crimes.
