Abstract

Evaluating criminal texts using standardized measurement bodies plays a crucial role in assessing their formulation based on fundamental principles that safeguard human rights and freedoms, particularly in ensuring stability and legal certainty. However, the presence of multiple measurement bodies within a state often lacks tangible impact on the effectiveness of criminal texts. This research is divided into two sections: the first examines the body responsible for measurement, while the second explores the preventive methodology for evaluation. The study concludes that assessing the impact of criminal texts should be entrusted to a specialized body that applies preliminary criteria to determine whether a text aligns with its intended purpose or has deviated in its formulation and application.
