Licensing as a method for managing the public communications facility and the mechanisms for granting it in Iraq "a comparative study"

Abstract

The licensing style is one of the delegation methods that the administration resorts to in exploiting the economic public utilities. Implementation of projects instead of waiting for long periods, and it also improves the quality of services and goods. Also , it provides, and achieves the optimal use of economic facilities, including the communications facility. The research dealt with the study of this method, which most countries are currently moving towards to manage this facility, where it was known and explained its characteristics and legal nature. Among the results and recommendations, the most important of which is that this method achieves optimal utilization of the telecommunications sector in Iraq with some modifications .
