Evaluating the Performance of Public Servants
Abstract
performance evaluation is regarded as one of the most important topics in administrative law, since the administrative authority exercises has doing the functions by persons who are its main tools in carrying out its duties and activities.
And therefore its success depends on the efficiency of these people and their ability to perform the service entrusted to them . In the light of this and the success of the administrative apparatus in performing its important role and achieving the goals of the state and implementing its general policy , we found that law of civil service applied in most countries of the world and it must put appropriate laws and legislations for this issue.
A performance evaluation program can be an excellent tool to help improving employee engagement and performance. The program also provides an opportunity for managers and supervisors to build stronger relationships of trust with employees and can lead to greater work satisfaction, if done poorly or haphazardly. Therefore , we found that the legislations adopt a system of evaluating job performance or reports of efficiency as a method for measuring the performance of the public employee.
