رقابة الهیئات المستقلة على تنفیذ الموازنة العامة للدولة فی التشریع العراقی

الملخص
تتعدد الاجهزة التی تمارس عملیة الرقابة على المال العام فی الدولة ,وما یعنینا فی هذا البحث هو رقابة الهیئات المستقلة ویأتی هذا البحث لیحاول تقدیم صورة لما علیه واقع الهیئات المستقلة على تنفیذ الموازنة العامة فی التشریع العراقی المتمثلة بهیئة النزاهة العامة ودیوان الرقابة المالیة وتناولنا فی هذا البحث اهم الصلاحیات والاختصاصات وصور الرقابة التی یملکها کل من هیئة النزاهة فی ظل قانونها المرقم (30) لسنة 2011 ودیوان الرقابة المالیة فی ظل قانونه المرقم (31) لسنة 2011 لممارسة الدور الرقابی لهم, محاولة منا فی تشخیص نقاط الخلل والضعف الذی یشوب هذین القانونین بوصفهما من الأجهزة الرقابیة المستقلة فی العراق المعنیة فی مکافحة ظاهرة الفساد المالی والاداری فی العراق والمحافظة على المال العام
